Tamaz Somkhishvili, a Georgian and Russian businessman, is a member of the Russian criminal community, where he is called Tamaz Tobolsky. In Ukraine, he is known as a participant of the scheme, through which his company is trying to sue the Kyiv city administration for $100 million.


Operational case

Tamaz Somkhishvili was considered a close associate of one of the leaders of the criminal world, Ded Khasan/Grandpa Khasan ( Aslan Usoyan). Now he is a confidant of the successor of Ded Hasan, whose name is Shakro Molodoy/Shakro the Young (Zakharia Kalashov). Tamaz Somkhishvili represents his interests in Ukraine and Georgia.

Tamaz Somkhishvili became known in criminal circles as the leader of the organized crime group from Tyumen. He was nicknamed ‘Tamaz of Tobolsk’ (Tamaz Tobolsky) because of the town of Tobolsk, where he lived and studied in the 1980s. Later he moved to Kogalym, the unofficial capital of one of Russia's largest oil companies, Lukoil. There he became the right hand of the Russian thief-in-law Bogomol (Gennady Bogomolov). Somkhishvili controlled the oil company Kogalymneftegaz, which later transformed into Lukoil. Tamaz Somkhishvili himself is a schoolteacher by education, but in the 1990s, he rose rapidly through the ranks to become General Director of Lukoil, Rosnefteexport and Lukoil Markets. Together with Vagit Alekperov and Leonid Fedun, the main shareholders, he – founded the elite Lukoil tennis club.

In 2005, Spain’s special services conducted the Wasp operation: Shakro Molodoy was detained in the UAE and extradited to Spain. He was accused of laundering money through Lukoil, and the court sentenced him to 7.5 years in prison. While the boss was in prison, the business was run by Tamaz Somkhishvili. He became the founder of the TS Holding investment and development business group. It includes dozens of Georgian companies. This allowed Tamaz Somkhishvili to become one of the richest men in Georgia. His fortune was estimated at $335-700 million.

Business in Ukraine

In our country, Tamaz Somkhishvili is known as a participant in the scheme to allegedly ‘compensate losses’ from the Kyiv budget of $100 million. Somkhishvili is the beneficiary of the LLC Kyiv Terminal. In 2007, the firm won the tender for the reconstruction of Kharkiv Square. Through the court, the company won the right to lease the land, but did not start construction work. In 2013, the investment agreement was terminated. Later, Kyiv Terminal sued the Kyiv Administration, demanding compensation ‘for losses and lost profits’ of UAH 671 million.

Although the claims looked absurd, the Commercial Court of Kyiv ruled to collect the money from the Kiev City Council and the Kyiv City Administration. In 2021, the Kyiv administration won the appeal. Yet, the Supreme Court, represented by the scandalously known in the case of the ex-owner of Ukrbud Maksim Mikitas, judge Grigory Machulsky, returned the case back to the court of appeal.

According to the former Deputy Chief Architect of Kyiv, Viktor Gleba, the situation with the reconstruction of Kharkiv Square is a swindle of ex-Mayor Leonid Chernovetsky and his Georgian friends – thieves-in-law. After all, the interchange reconstruction project has not even been developed, no permits for the work have been issued, and there are no facts that would confirm the losses of Tamaz Somkhishvili’s company.


Hobby

In 2017, he became President of the Georgia Shooting Federation. None of the competitors nominated a candidate, so the position was taken by Tamaz Tobolsky.


Official Biography

He was born on June 22, 1957, in Georgia. He studied at the Tobolsk and Tyumen State Universities and at the National Academy of Economics and Public Administration under the President of the Russian Federation. He defended his candidate’s thesis on "Conditions and sources of financing investments in development of the oil industry"

In 1992, he became General Director of Lukoil (Tyumen, Russia)

In 1993, he became Commercial Director of Lukoil Markets (Moscow, Russia) In 1995, he became General Director of Rosnefteexport (Moscow, Russia)

In 2001, he founded Danao Engineering, a company engaged in extraction and processing of raw materials and waste materials

In 2002, he became a shareholder of Tomskaya Neft, which builds pipelines, and a board member of the LLC Agroco Agricultural Investment Company.
